European Commission President Ursula von der Leyen reaffirmed on Tuesday that the clean transition remains vital to Europe’s industrial competitiveness and energy independence. Speaking at the WinWin Brussels Summit, she positioned the green transition among the EU’s three top economic priorities—alongside expanding the single market and harnessing artificial intelligence—aimed at translating scientific breakthroughs into commercial enterprises and skilled jobs.
Von der Leyen pledged that the European Union will “stay the course” on its environmental roadmap, which mandates a 90% emissions reduction by 2040 ahead of net-zero goals for 2050. The Commission President tied these targets directly to supply security and foreign reliance risks, highlighting that the closure of the Strait of Hormuz has forced the bloc to spend an additional €127 billion on fossil fuel imports “without obtaining a single additional molecule of energy.“
To support domestic production through the transition, Von der Leyen announced that Brussels is preparing an Industrial Decarbonization Bank designed to mobilize up to €100 billion in targeted capital, assisting manufacturing and energy-intensive sectors in meeting stringent EU benchmarks.
Fostering Scale: The ‘EU Inc’ Framework and Streamlined AI Rules
Addressing the persistent gap between European research and market capitalization, the Commission President set out structural policy measures:
‘EU Inc’ (28th Regime): A unified corporate statute allowing entrepreneurs to incorporate across any member state online within 48 hours for less than €100, removing cross-border red tape.
Capital Mobilization: Early performance metrics from the Scaleup Europe Fund, which backed eight companies during its first two months, driving roughly €5 billion in combined funding.
Streamlined AI Deployment: A call for harmonized regulatory clearance mechanisms to prevent national fragmentation, specifically advocating a single EU-wide homologation framework for autonomous driving systems to ensure rapid, continent-wide deployment.
