Madrid City Council is deploying a specialized weekend security force of 1,700 officers to protect the Spanish capital during Halloween and the All Saints’ Day holiday. The Municipal Police will coordinate operations directly with the National Police to deter potential civil unrest, following intelligence reports that uncovered digital calls encouraging organized vandalism on Friday and Saturday.
Deputy Mayor Inma Saiz stressed the need for heightened vigilance despite rumors of a de-escalation: “While some reports suggest those gatherings may have been called off, we cannot take that for granted,” she stated, underscoring the municipality’s decision to maintain maximum operational readiness.
Operations Across Cemeteries, Nightlife Venues, and Transit
The city’s security architecture focuses on three high-priority sectors:
A detachment of 920 municipal officers will manage traffic flow, secure pedestrian access, and suppress unlicensed street flower sales around the capital’s cemeteries. In the major complexes of La Almudena and Carabanchel, perimeter security will be supplemented by aerial drone surveillance.
On Saturday evening, 350 dedicated officers will inspect licensed venues and large-scale Halloween parties, prioritizing venue capacity compliance, underage entry enforcement, mandatory closing times, and roadside alcohol and drug checkpoints.
Madrid’s municipal bus network (EMT Madrid) will receive security coverage from 430 officers assigned to counter targeted vandalism, such as object throwing or assaults against transit lines, particularly during the night of October 31.
The emergency medical service, Samur-Protección Civil, will also bolster its standard operational framework by deploying around 65 additional healthcare personnel, adding twenty mobile emergency units alongside extra command staff and dispatch operators at its central communications center.
