Infiltration into France’s social and Administrative fabric: The muslim brotherhood’s silent strategy to impose Sharia law in France
The Muslim Brotherhood represents a threat to France’s “national cohesion,” according to an official report commissioned by the French government. The group is continually expanding, having infiltrated France’s cultural, sports, and administrative associations, and has succeeded in imposing its agenda—one aimed at implementing Islamic law—on French Muslims.
“They seek to steer all of French society toward sharia, which is incompatible with the country’s principles,” said Interior Minister Bruno Retailleau. The report warns that the group may attempt to further penetrate institutions through municipal elections.
Their modus operandi involves “infiltrating” republican structures “in order to try to transform them from within.” Their goal is to install a “social sharia” that replaces national law without firing a single shot.
They train their local leaders in communication, association management, and Islamic norms. While their public rhetoric appears moderate, their internal goal is to create enclaves where sharia governs without ever being officially declared. To achieve this, they organize workshops on citizenship, health, or education where they gradually introduce Islamist figures. They present themselves as the “solution” in areas where the Republic no longer reaches.
The document states that young people are sent to countries like Turkey, Qatar, or Egypt to be trained and then return as imams or “mediators.” They know how to advance their cause without provoking backlash, in order to impose a “parallel normality.” Their aim is not to overthrow the state by force but to make the Republic cease being the reference point, replacing it with sharia.
The report describes this dynamic as “entryism”: “Today, the Muslim Brotherhood represents the most active dynamic of this kind on national territory. Their strategy is not to isolate themselves. It is based on a logic of concealment, then conquest of positions of power—particularly in city councils—with the ultimate goal of gradually replacing the shared social rules with those promoted by sharia and establishing new norms on national soil,” it states.
